If you don’t know Melbourne that well then coming from someone who lived there for 4 years let me share with you where you want to aim to live and take your Japanese lessons. If you want to be in a vibrant area head for St Kilda, which is near the beach and plenty to do. Or I would then consider Brunswick which is the other side of the city and offers a slightly more rustic feel but equally as enjoyable.
However the Japanese language schools all tend to be in the heart of the central business district and this just isn’t the same as being in St Kilda or Brunswick.
